Your hips might just be on the wider side. I don't think any hip bone growth can be expected from HRT.
Jeans might be helping. I know they help highlight my figure a bit when I wear them. Even subtle fat redistribution can help too.
My hips have always been wide for a male, but still, I never really looked like I had much of a feminine figure before either...

Lol, but really, my hair was very thick when I was a teenager, but starting at 18 I started experiencing diffuse thinning and recession. Years of minoxidil and anti-androgens have brought it back somewhat, but it's still noticeably thin when I don't do anything with it. Well not thin as in, practically a step away from being bald or anything, but well below average thickness compared to what many women have. Still, I am very glad to have what I have, because I don't think I would have been able to emotionally cope with being bald. I was already near my breaking point when decided to start taking anti-androgens...

I do a lot of things with my appearance to make it look like I'm not trying very hard, but it does take some effort for me to look as good as I did in that picture. Between the ridiculously close shaving, the liberal use of concealer, the meticulous body hair removal, and the careful use of hairspray, I spend a ton of time just to basically look like an average looking girl who can't even be bothered to wear makeup...
